It comes with squid.  You know what a cache does in your browser right?

Fine - then make sure there's a HUGE cache (maybe dedicated a full partition
to it)

Install a recent version of squid - and allow only a certain IP range to use
it.  If you have roaming users outside your lan, install the ncsa_auth module
(in the squid distribution) to enable login and password

IP blocks / specific IPs can be authenticated
