Did you run lilo after you changed lilo.conf? Remember lilo.conf is a
configuration file and making changes to it does not mean that changes
will be brought into effect. 
For such a functionality, you will need a daemon. I think some fellow was
talking a similar thing from mainframe world. Not on linux yet ;-)
