Why do you say that en_IL.UTF-8 does not exist? 

solomon@shlomo1:~$ localectl list-locales|grep en_IL
en_IL
en_IL.utf8

And in any case, you should be able to correct any problem with: 

localectl set-locale LANG=en_US.utf8

Probably not essential, but I personally also added the following
lines to ~/.bashrc
       export LC_ALL=en_US.UTF-8
       export LANG=en_US.UTF-8
       export LANGUAGE=en_US.UTF-8
