What do you mean exactly by physical access control system? Are you referring to making access to the building easier for those with physical limitations? If so,Tikun Olam Makers might be a good starting point
If you refer to physical computing, Arduino is readily available at various locations in Israel. (Disclosure: I work very occasionally for them) Or do you mean something else?
