Even the upper tier SDR boards (HackRF, BladeRF) don't go down to HF freqs, not even close actually. For HF you'll need an upconverter, or dedicated hardware. That said, there are also direct sampling hacks [1] that will enable rudimentary HF support on an RTlSDR.
