I can recommend SendGrid - They have Free Tier, Pay-as-you-go "Lite" Tiers, and low-cost "regular" Tiers. We've been using them for a bunch of years, now. They have great support; I had a Romania-based support guy help me this morning, Israel time, who didn't just tell me "call us later".
