Are you saying you have an English (UK)[*] layout but no English (US) layout - when you click on the "Add" button and look at the drop-down layout menu? I'd regard it as seriously weird... Is "Configure layouts" box checked in the "System Settings" interface? What happens if you run system-config-keyboard from a terminal? Sanity checks: "rpm -qi kbd", "rpm -qi xkeyboard-config", "rpm -qi system-config-keyboard"?
