I don't understand how they could possibly enforce this. Can't the person tell them he *doesn't* have an email address? Is having an email address a legal requirement nowadays? Alternatively, couldn't he say that his email is only accessible by running "mutt" on a shell account, and he can only login there using ssh and conveniently the security guys will not have an ssh client? Or say that he needs a private key to login, and he doesn't have the key on him? Besides, most people I know have multiple email addresses - one for personal use, one for work use, for example.
