It's a known bug of Outlook<http://idkn.wordpress.com/2008/04/10/outlook-%D7%90%D7%95%D7%99%D7%99%D7%91-%D7%94%D7%A6%D7%99%D7%91%D7%95%D7%A8/>that was never fixed.
BTW, you should store non us-ascii as base64 string, and place it as part in the email afaik.
