I have the same modem. The problem happens to have dual purpose: as a USB storage and as a 3G modem, so in many cases the modem "stuck" in USB storage mode and it takes time until it switches.
You can try to do a simple thing: when the modem is recognized as a USB storage, use the "eject" command to get out of storage mode and see if this improves the time until it becomes 3G modem.
