Is this on a laptop? I noticed that the new Dell laptop I have had by default set the "F" keys to be "media" (or whatever it's called) in the BIOS. I had to either use Alt-Fn-F<n> to switch or more easily found a toggle setting in the BIOS to get Fn keys to behave normally.
