Have them verify this. I do not think that there is any difference in
price for calling different Israeli area code from within Israel (yes,
I consider the territories to be Israel). Are they calling from a
Bezeq number?
I don't know for certain, they may well not be. I know they have a 059
(Jawwal) mobile so maybe this is based on charges for that service.
