It depends. The standard cups installation expects you to use a postscript printer driver. If you want to install a Windows printer driver, to take advantage of the unique features
of your printer, you need to enable RAW printing in cups.

For example, my printer, a Samsung ML-1610 has a toner saving option. You can set it on or off using the button on the printer, you can set it on or off using the CUPS printer configuration menu, but if you want to print from Windows AND turn it on or off using the Windows printing dialog, you have to install the Windows print driver and turn on RAW
printing.
