Pootle is the standard, but it is a standalone server written in python

Launchpad has a translation service too: https://launchpad.net/rosetta
Drupal has an interesting l10n module and architecture:

(it's better if you are familiar with Drupal. if not, try installing
Acquia Drupal as a base and then this module)
