No, but it does give a ballpark idea of whether the MoC will certify them. Of
course, this has nothing to do with the MoD, which looks at totally different

I believe the factory is actually owned by FIC, the parent company of
Openmoko.
The factory is in China.
If they do manufacture them, it may be possible to have a small
run of them manufactured here.
You should ask that on the "open moko" discussion list. I doubt anyone here
can give you an answer.
I think the answer is "very unlikely". It seems that manufacturing requires a
pretty close relationship between the factory and the company, in order to get
reliable testing, high yield, etc. It is hardly a turnkey process i.e.
manufacturing is not something that is so well documented that it can be done
anywhere (assuming the appropriate skills and equipment).
4. The MOC issued a blanket approval for iPhones, maybe you can get them
to issue one for this unit. Can it be modified to fit the political
or social aims of the party with the MOC portfolio?
The MoC, as a rule, issues blanket approvals once a phone passes the initial
certification. Even without one, for personal import, getting a certification
isn't all that hard (just time consuming).
5. Can you get a special exemption for importing a batch of them for
software development?
I don't know.
