/boot/grub/grub.conf does almost the same thing. The difference is that
lilo reads lilo.conf when you run lilo to install it. Grub reads grub.conf
at boot time, and can be used to edit the parameters "on the fly".

To state it simply, you must run lilo after you edit /etc/lilo.conf, you
do not have to run anything after you edit /boot/grub/grub.conf. If
you need to make changes one time, you can do it at boot time.
