After starting either GNOME or KDE, try this command:

setxkbmap -option grp_led:scroll,grp:alt_shift_toggle us,il

See if this gives you hebrew, and if not, tell me what the error that
comes out (if any).

Note: if you're using VNC, then there's a problem (if I recall
correctly) switching with ALT SHIFT between the languages in VNC
session.
