I don't use Netvision (I use Barak, though it'll be the same thing
eventually). But I've not seen ten-second lags to anywhere for a long
time, certainly it's been a long time since I saw lag like that when there
were no known problems.
I regularly SSH to two servers in California for work and it's quite
responsive for me.
I just pinged the address you mentioned, and there would appear to be some
sort of problem:
100 packets transmitted, 84 packets received, 16% packet loss
round-trip min/avg/max = 219.7/241.2/339.9 ms
16% packet loss is significant, and the variance in round trip times also
points to a problem. I guess you'd need to trace to figure out exactly
where the problem is.
I just pinged my work machines and I'm getting 10% loss to them, so there
might be some bigger issue. And I'm getting 12% loss to a hosted machine
which hosts a VOIP account I have. Still, I'm not getting ten second lags
on my SSH sessions even so.
