Maybe the backlight functionality actually depends on the Scroll Lock LED
being turned on?

When you press the Scroll Lock key, the LED isn't turned on by the keyboard
itself, but rather by the computer telling the keyboard to turn it on. In
the same fashion, you can use the setleds(1) utility to toggle the LEDs
(without the effects of actually pressing the Scroll/Caps/Num-Lock).

Try setleds +scroll and tell us if it works.

P.S. Could be useful if you told us the keyboard model. It sounds like a
curious product.
