You are correct. The issue is not on your LAN.

I am no expert on ATM, but experience shows that the issue is most
likely to be a Bezeq issue on the Last Mile (between your modem and
the Bezeq exchange.
Ask for a line test. If you get nothing, complain on line noises (no
need to mention ADSL issues. This will get a technician to you house,
who will be able to get past the first line of customer support and
preform a true diagnostics of the line quality.
