Its been a while since I actually worked with these things, but IIRC it wasn't 
a rounding error but was just a conscious (though poor) choice. Technically 
NTSC video is 30 frames per second where every 30 seconds (or so - IIRC) you 
skip one frame. On average its 29.997 frames per second. I don't remember why 
and can't be bothered to open wikipedia.
