No, and IMHO there never will be. The cost of certification is too high
for a FOSS project. You might be able to get the Chief Scientist's
Office to fund it, but no company or private group will do it.

It's an ongoing process. Tax laws change often and the program needs
to be changed and re-certified.

On the other hand, there is a misunderstanding about accounting software.
You can run your business without a certified bookkeeper or a certified
accounting software, you can even do it yourself on file cards.

However the information you collect can not be used for filing tax returns.
It must be entered into a certified program by a certified bookkeeper or
accountant. Small businesses can provide the data to their accountant and
they will enter the data into a program and produce the reports you need.

The disadvantage is cost. If you can buy a computer and an approved program,
and hire a certified bookkeeper for X NIS, then your accountant will charge you
two to three times X for the same function. If you only need a person for 
1/2 or 1/4 time or less, then it's cheaper to pay your accountant.
 
It also provides an extra layer of accountability, so companies that want
to do "creative accounting" avoid having an outside accountant look
at their books. 

Discuss it with your accountant. They probably use Excel, so any FOSS program
that can output in CSV (comma separated variable) files would do.
