The only solution I am familiar with that might meet your requirement
list would be something like Vignette, a closed source solution which
runs into 6 figures. The great thing
about Vignette is that its so complex that in 40-50% of the
implementations either fail or never meet the original business goals - - -
Having said that, there are FOSS projects that do what you are looking
for piecemeal - but there isnt a single meta-mgmt app
Some of the requirements you have (like the permissions, testing,
clusters, version control) are available in openacs (openacs.org)
