The target "uploaders" are people with very basic > computer skills (think grand mom, mother, etc) The main attraction of gallery 2, is that in addition to the web interface, and the easy way it allows you to upload pictures (I like the java applet that lets you drag pictures from the file manager directly to the upload queue), it offers and external interface that can be interfaced from several programs. I use the KDE photo manager - digikam - which has a plugin for gallery2. The main downside of gallery2 is that it has a broken EXIF implementation that while it gives correct data, it taxes the CPU heavily when browsing images with EXIF data.
