I called Netvision and asked them about the Y-Net article. I spoke to someone who did not speak English well, but her English was better than my Hebrew.
I have a 5m/256k connection via HOT. I am not limited to the amount of downloads I make, nor will I be "fined" for extra useage. This topic was disscused before in relation to ActCom. The CEO of ActCom posted on this list their policy. Netvision's new policy seems to be similar. In plain English, if you have a super discounted combination package, such as an aDSL line or cable modem included with a service package, like the 256k/64k package (which is cheaper than dial up, BTW), you will be charged extra if you are a heavy user. Before you start looking for a new ISP, I suggest that you call yours and check your terms of service. If you are a large downloader with a small package, you have, IMHO two choices. The first is to upgrade your package, the second, which I recommend for obvious reasons, is to reduce your usage to fit your package. The obvious reason is that if YOU reduce YOUR useage, I get better throughput and lower latency. :-) If you increase your package limits, you will use the internent more because you already pay for it, so why not?
