I'm not aware of anything that centers on persons like The Sims. 
Perhaps some role-playing games might touch this direction.
For economic/city/development simulation, my favorite is simutrans - a
rather good clone of Transport Tycoon.  There is also lincity -
playable but not very competitive IMHO.
