Many telecom companies abroad offer such service (I mean - on top of their
own copper wires, in addition to independent VoIP providers). I suppose the
justification is that the market is already there and competes with them on
the "early adopters" segment and the technologies will eventually find their
way to the mainstream (and already became mainstream in many markets
abroad). If they ignore it they'll be left further behind than if they
start playing
the game now.

Apparently you can get exactly the same service already using hundreds of
foreign VoIP providers (see the earlier-mentioned voip-info.org and
myvoipprovider.com for a start).
