I couldn't find it either and ended up editing
/etc/X11/xorg.conf. Note that even then shift-shift refused to work,
but alt-shift worked fine.

        Option "XkbOptions"     "grp:switch,grp:alt_shift_toggle,grp_led:scroll"

/me shrugs.
