Two extremes I know about are:
  1. Koha (http://www.koha.org/)
        - A full featured library system used by academic libraries
          in the world.
        - I don't know about Hebrew, but it has been localized to several
          languages so it should be possible.
        - Looks as an overkill for your purpose, but maybe it can be
          deployed partially.

  2. Tellico (http://www.periapsis.org/tellico/)
        - A personal collection manager for KDE (I use it for my books).
        - Support Hebrew although the interface hasn't been translated
          yet (you can do it easily).
        - Can search Amazon and load meta-info from there -- save time!
        - Not designed to track loans etc :-(

Seems like you need something in the middle. Last time I played
with Koha was about 3-4 years ago. It looks like a live project
so you may want to test it now (please report conclusions).
