Because the territories are occupied always by somebody: either Israeli army, 
or local militia. who differs - it's occupied.

Seriously, Michael, I've never noticed this one (it is in "P", where I've 
never reached.)
We need to see how to contact Debian developers team, but I think it is 
expected they will respond. at least "Deb" part of "Deb" & "Ian"
