I missed this part of the discussion but as far as I can imagine this
would have nothing to do with system-clock bugs.  Please don't do this
if this is your only reason to use that stratum-1 server.

The only remotely practical difference between stratum-1 and
stratum-2 clocks is how closely they track the "real time", the difference
of which is measured at such orders of magnitude that the network delay
noise will overwhelm unless maybe you are on an extrmely fast LAN
connected directly to the time source. (The NTP protocol and most broadly
used implementation takes lots of steps to decrease the variance
caused by network delay but still there is a limit to how much magic
David Mills can put into software to overcome physical hardware limits).
