I generated my company's data sheets using system similar to that you
describe, except for the editability, since I handle both the code and
the outputting.

I used LaTeX, together with M4 and bash for the clever layout stuff.

If your processing is relatively simple, ie just insertion of fields
without any complex calculations, then creating something that can be
edited in one of the TeX editors such as LyX should not be too
problematic. In my case I had to do cell-merging and resizing and other
ghastly things which made my multi-file templates scary on a par with a
sendmail config.
