Suppose you pick up OpenOffice as your preffered word processor. You
start by creating a resonable template (manually).

Users just use this template.

Basically, tell the users not to use manual styling unless really-really
necessary.

For editing: requires a computer with OpenOffice installed. For viewing:
a computer with either a PDF viewer or a "Open Office viewer" (is there
such a program?), depending on how you work.

I'm not sure OpenOffice is the best tool for the job, BTW. It certainly
has much better and straight-forward styling support than MS-Office. But
also consider LyX.
