Here are 3 good (it term of speed) mirrors that has all the isos:

ftp://ftp.nluug.nl/pub/os/Linux/distr/fedora/core/4/x86_64/iso
`tp://ftp.riken.jp/Linux/fedora/core/4/x86_64/iso
ftp://ftp.net.usf.edu/pub/fedora/linux/core/4/x86_64/iso

Change x86_64 to i386 if you want the 32 bit version.

I download the DVD iso from ftp.riken.jp with the new wget (1.10).
There were no problems, The average download speed was 157KB/sec.
