Keyword for searches here is X100P or X101P. This is basically a soft
modem of a specific type. This is just the FXO card: you can use it
to connect your PBX to Bezeq, not to an office phone.

The cheapest of that kind cost less than 10$: they're simply soft
modems. Natuarally you can't expect support for such a price. The
quality is not as good. But it's good enough to get you started.

OTOH, a simple initial setup could use VoIP internally (sip/iax). 
You basically don't need any VoIP hardware, as you can use soft-phones
(software-only implementation of VoIP client). If you do that, though,
be sure to use decent headphones and microphone, as those make a huge
difference in the quality of sound.

A hardware phone has some obvious atvantages in terms of availability: 
You don't normally consider expect workstation as available as your
phone. And don't want to miss a call just because you've just logged 
out.
