Hi Eli,
I have a floppy which I use for this purpose with old computers
that are unable to boot from CDs. Upon power up it offers a menu,
one of the options of which is to boot from the CD.
I see on its label, on my own handwriting "sbm.bin Debian 3.0". I
guess this means that I found this utility on the Debian 3.0
install disk(I just cannot remember just now, but if you think 
that it might be useful, I shall try to trace that back). No idea 
if it supports USB: I use it with old hardware from before the USB era.
