I think
for 2.6 kernels it's always on or on by default. Might be time
for an upgrade or recompilation. From
/usr/share/doc/mlterm/README.Debian:

In case mlterm does not start, check the following:

* mlterm needs kernel compiled with "Unix98 PTY support"
 (CONFIG_UNIX98_PTYS) and "/dev/pts file system for Unix98 PTYs"
 (CONFIG_DEVPTS_FS).
