i see you made these tests at noon (15:30 - 16:30) - on what day of the
week?

i usually do my downloads in the evenings/late at night (connected to
actcom via ADSL) and get quite higher rates (thought i _think_ that an
http download i tried now of the mandrake iso you mentioned, which gave me
150KB/sec, was from actcom's proxy).
