How do they do it in the more civilized parts ? I assume sat broadcasts 
are encoded in other continents as well, otherwise anyone with a $200 
sat dish can just get any channel for free, and I do know NDS have nice 
export figures.

Yes they are, altough the channel selection is limited, and in the 
analog case you don't need a special DVB card (mostly as a DVB is used 
to get digital broadcasts) but a simple tuner card with a frame grabber 
that you can grab at your local computer bargain bin for something like 
100NIS.
