Hello,
The hangup is due to IDE device not returning answers (only "seems there is an error" notifications) and kernel having to wait for real error to come back. The IDE bus the device is connected to, is blocked as well (as not on FireWire or SCSI buses).
You can use dd_rescue (with big fallback block to speed up recovery) to recover data, but you can't tell to CDROM to stop block reading attempts after some time.
