Actually, no. Bidiv autodectects ISO-8859-8 and UTF-8 on input automatically (this is done on a character-by-character basis, and note it only works for Hebrew/ASCII), and outputs either UTF8 or ISO depending on your locale. But - when bidiv outputs UTF8, it outputs "visual order utf8" - something which is only useful when your reader understands UTF8 but does NOT do bidi (less and vim are examples of this).
