You're missing something here. When you set "minimize delay", you are implicitly allowing the queuing to prefer low latency over high bandwidth.

If your web sites or emails are high volume, are you sure you want them sent out slower?

Also take into account that the overall performance of your line are a given. There is not much you can do about it. If you give EVERYONE a boost, you will see no noticeable change at the end of the day.
