The document mentioned below does not give the right answer with my version of KDE (3.2.3 - I also checked on 3.2.0 - same). The solution on current KDE implementations is internal to KDE. Most likely a module with setuid bit set. In order to make it work one must first make sure the fstab is right and the device mounts correctly. Then the files in ~/Desktop for the CD and Floppy should have the appropriate text in them.
CD example:
$ less CD-ROM
[Desktop Action Eject]
Exec=kdeeject /cdrom
Name=Eject


[Desktop Entry]
Actions=Eject
Dev=/dev/cdrom
Encoding=UTF-8
FSType=Default
Icon=cdrom_mount
MountPoint=/cdrom
ReadOnly=false
Name=CDROM
Type=FSDevice
UnmountIcon=cdrom_unmount



Floppy example:
$ less Floppy
[Desktop Entry]
Dev=/dev/fd0
FSType=auto
Icon=3floppy_mount
MountPoint=/floppy
Name=Floppy
Type=FSDevice
UnmountIcon=3floppy_unmount
X-KDE-Dynamic-Device=true

 I don't know. I didn't see any reply either. The first match I got
from googling for `cd icon kde' is
http://sxs.thexdershome.com/guis/cdicon.html. Skimming that page
suggests that it is what you are looking for. I don't know how
new/accurate/whatever this page is. One might also try google groups if
he must have an answer or has the time for that.
 Hopefully someone else will come up with more details.
