>From a pure character point of view, there is no difference between iso-8859-8 and iso-8859-8-i. The difference is that iso-8859-8 implies Hebrew text in Visual order, and iso-8859-8-i implies Hebrew text in Implicit (a.k.a. Logical) order. Both are registered at IANA, but of course implementations may choose to support any subset they like.
