I don't understand how this header file is related to the topic.
What I'm saying is, that I want you to consider to design options:
1. If the user uses an English layout then Ctrl+C is copy, and when he uses a 
Hebrew layout, Alt-Gr+Ctrl+C is copy.
2. Ctrl+C is always copy.

I think that the second one should be the default, and therefore i think the 
first one should be considered a bug.
