We do it usually. Everybody, in addition to his/her desktop, and the normal remote accesses to his account in the server (ssh, samba, etc.) has a ":digit" session in the server that can be used to log in as a full graphical user. Of course, once the server is booting, he/she must start a vncserver session on the server, using the same digit (e.g. ":4").
