A Israeli/English keymap is part of XFree since 4.1 . If you use XFree
4.1 or 4.2 you need to "merge" the Spanish and the Israeli. . Let me
know if this is what you need.

If your version of XFree/Xorg is at least 4.3, you can ean easily mix
separate layouts. In the XF86Config file use the directive 
  XkbOption "XkbLayout" "es,il"
(this gives you Spanish/Hebrew layout)

Some X servers (most notably Xvnc) don't support XKB . In that case
you'll have to revert to Xmodmap
