Like I said before read the Linux Advanced Routing & Traffic Control HOWTO for moreI did but got the impression that it supports, for instance:

But I'd like SMTP to be allowed to use all the bandwidth if there is no SSH traffic
at the time.
Is this "dynamic allowance" possible?
