The GPL doesn't say anything about the form of redistribution, only that the sources must be available for third parties - and they are. I guess that the binary images contain some proprietary non-distributable stuff that prevents RedHat from just giving it away for free to anyone.. oh, and common sense as well. For example, Transgaming's main product line - WineX is freely downloadable from their web site - so why do I pay them 30$ a year (or something, don't remember exactly) ? because I don't feel like compiling Wine from scratch everytime a new version comes out.
