I know nothing about mysql, but I installed RT (which uses mysql, and utf-8), and its tables show just fine under phpmyadmin when selecting utf-8 in the browser. Also doing in mysql 'select ... into outfile' creates clean utf-8.
do man mysqld and look for the charset settings. The mysql manual also addresses this issues. I think that in mysql 4.x you can also define charset per table, but I'm not sure.
